I am trying to get a US Paypal account since February but till now I could not manage it. So, I think it is impossible to manage a Paypal account, especially in my name. I need a verified PayPal account if possible in my name (Mehedi Hasan). The account should be in the USA. The account holder must be a hero member or have at least 200 earned merit. I know the risk of taking an account from another person that's why I need to take from a person whom I can rely on.

This is a pretty easy solution its just going to cost you about $100 or so. Form a US company, obtain an EIN, open a bank account in the company name then use that info to open a US Business Paypal account in the company name. Could use the same info to open US Payoneer as well to attach to platforms like Fivver who still use Payoneer. We do this for clients everyday, its not complicated. If you need help:

It was a good payment method as freelancer.com accepted this. But it is a matter of sorrow that they have stopped sending payments or receiving any type of fees from Payoneer. That's why need to use alternative options. To withdraw we have an express withdrawal option but can't pay any type of charge by freelancer.com

You are right they may accept Indian Paypal and also they may accept the mentioned currency of you. But it is a matter of sorrow that I am not Indian and as a result, I cant get Indian Paypal. And the more important thing is that the country where I am has no option to use Paypal accept pretending another country. 
Adding Paypal on freelancer means you can withdraw funds from freelancer in the same way if the charge anything that will be applied from PayPal. So, it is a fact of how I can trust that person. How the person can trust me and how long the relationship can be like normal behavior.

Doesn`t matter if you don`t know how to use the account and what "high risk" looks like to Paypal. Greatest phone number and bank routing number in the world is not going to make a difference. It's 2023 That no longer makes much of a difference. An account made with a Chase Bank Routing number and Verizon phone number will be limited just as fast as an account made with a Bancorp Routing number and a TracPhone number.

If you want all information will your dont buy please creat a new account if your country accepted it. If you buy a PayPal account your fund will be fall into risk. If you are a US people you can easily create and verify your account. Or if you are non US people then you can take a account from your relatives or friends who are living in United States. It will be safe for you. Then you can easily use thats PayPal account and your fund will be safe.
Operating a safe Paypal account these days has more to do with understanding how they view risk as opposed to being overly concerned with the data. A few years ago this was accurate but that`s no longer the case. No matter if a US person signs up with their own data that is 100% legit and accurate, if they don`t understand how to use the account then it will be flagged for risk and there`s a chance that even if they were to submit the proper documents that the account will still be permanently limited. Documents are a small part of the equation now when it comes to Paypal. Many people think that if they supply proper information they can just operate the account freely and that`s just not the case.

You may get a fully verified Paypal account. But, I don't think you will get fully verified account with your name (Mehedi Hasan). You already answered why it's not possible. PayPal can detect edited documents, and they reject those documents. Now you have to find out someone from US named Mehedi hasan so he can give his account to you. The odd is very low.
However, It's easy to get your account limited if they detect you are using the account from somewhere else.

Negative balance, TOS violation... There`s many different ways to run afoul with Paypal and end up banned...
