If he doesn't respond to your PMs, it is pretty obvious IMO that he is not willing to send you the bitcoin.
Frankly speaking, I don't see how we could "explain" to him to get him pay you.
You should have used escrow beforehand.

Provide any proof that he scam you, so people can accuse him and be aware in future trading with him.
You better just forget about that money if u didnt have contract with him, on the other side , if u have, contact authorities in his country, that will make him think, coz eventual lawsuit could give him more trouble than he would dream of.
Anyways, learn to trust noone, and allways atleast use escrow.
