An exat time is useful because this is a global project and people are in very different time zones. When somebody is at Feb 26th 3:00 pm, others are already at Feb 27th...
It is just fair to have a defined deadline, for everybody.

That was the original figure back when the coin supply was 4 billion. Now it's been increased to 9 billion which means that 1 NEMstake = 2.25 million NEM or 0.1 NEMstake = 225,000 NEM.

0.1 NEMStake is 10% of a stake. Since the number of XEM changed I'm not sure of the exact number that amounts to.
