It's good choice to buy NEO right now. And not only NEO but other Altcoin are good to buy in this time. It's depend on your opinion. Buy right now before the price rise again.
I think it's worth buying NEO, but I would not invest all the money in this coin. It is better to divide the investment between NEO and ETH.
Now it's too late to buy both. Both coins are well risen in price over the last month, if you want to invest then you need something else.

this kind of project like NEO or ETH are fundamental projects and I would buy it for longterm investment and also for ICO investment. For a short term investment/flip you can take part of some signals groups of day trading or some high ideas ico projects.
