I think a few people have had them in the UK. They're just hot air letters though intending to scare you.

Not sure about the UK but I know in America laws just passed where ISP's will warn you with additional punishment each warning, I believe after 3 or 4 warnings you get your service disconnected.  Something like that, I know the laws just changed recently though (within the last year or so)
