Please use your search bar to see if the particular question you want to ask has been asked and answered. That not withstanding since you have ask as newbie. There must be answer to the question. The first thing you have to do is the physical office space, then the other equipment that is needed in the office. And you have to develop a site for the casino games. And the methods and ways which the games should be played. The Currencies to accept for deposit and withdrawal. The terms and conditions should be clearly stated to avoid confusion. And also the methods of advertising the casino games should be in your plan of work.

Probably ask around any legal entity you know (or just go to your local government office) about the requirements to open a casino, whether it be offline or online then base your moves around that? You can probably bother about the crypto integration AFTER you're done identifying what you need to build up, starting from sites, hosting, servers, etc. I honestly wouldn't recommend asking around here, I hardly doubt they'd be a useful reference since different countries have different requirements/laws for registering your company.

I think a bitcoin casino could either be online or offline, because if it's an offline casino you are talking about, then your Boss will need a variety of bitcoin ATMs which will enable easy deposit and withdrawal of BTC for gambling, and if it's an online Bitcoin casino, then you need to hire an expert bitcoin web developer from either fiverr.com or GitHub

I think you need to hire a consultant for this, an able and expert consultant that would guide you every step of the way. There are available guides online but I doubt things would go smoothly without an expert guiding you through the process.

Your boss isn't ready to open a bitcoin casino. Or else he would have been able to ask specific or proper question instead of only asked "what is needed?". He first needs to decide what kind of casino he wants. You can't start running a casino within few minutes (unless you are willing to buy some old casino or scripts which are very risky or dull. Those won't attract any users). He will need to evaluate the current market and provide something different than the ones we currently have.
No one will want to play in a new casino if that casino has nothing new to offer.

How much is the budget of your boss?

You should have contacted those services that are offering to make bitcoin casinos for their clients if that's one of your choices. If not, you need to get people that will develop it for you.

And then the other choice is to buy those existing casinos that are up for sale. Check it out on flippa, there are casinos on sale and you just have to integrate them with bitcoin.
