The FREE 0.0015 BTC will be available for withdraw immediately after you meet the conditions.

No, free plays are not counted in the 5 tickets. If you read the requirements, they state "requirements are that you bet a minimum of 0.0015 on our site, and that you bet on and play at least 5 scratchtickets". The words "bet on" mean make a non-zero bet. Betting zero is not really a bet.
