I suggest you start a Scam Accusation against him and post all relevant proof . Though it should be clear by now that no legitimate casino will ask you to deposit first a certain amount of money , which they can increase at their discretion to be able to withdraw your funds.

There are many reasons why withdrawals currently are $100. The main reason is not to become a "free crypto exchange".
