Can anyone confirm/deny the 4 hour PM limit? I'm trying to PM someone about an item in the marketplace but I still can't send messages.

But can't find in NEWBIE README what is needed to can use the forum?
I have 5 post and only 1 hour at the forum, i have receive pm, and answer, but do not know is it received by my opponent.
