The journalist himself was en-route to the spot, and only accidentally got delayed when he met an acquaintance and exchanged a few words with him. Otherwise he would have been among the dead.
He writes of a demolished fountain in front of the building and remembers how yesterday he was taking pictures of kids in front of that fountain.

All killed are civilians: 4 women and 3 men. The strike seems to have been targeted specifically in front of the building, where people usually congregate.
