Let everyone carry concealed or open as an option. Remove gun safe zones. For the mentally ill, place electronic tracer capsules in their meds, so if they stop taking them, it alerts their doctor. Put gun training back into the school curriculum taught by teachers with the skill set to pick up on potential anti-social behavior.

That stigma exists because our society chooses to make it exist. There were plenty of warning signs that this murderer exhibited prior to his deed. Seven cops visited him, and he talked them down. His therapist was alarmed by his sessions. His parents knew he was disturbed. Everyone chose to do nothing.
Then our society chooses to address the issue by oh I don't know raising awareness about mental health and violent self entitlement. There were plenty of warning signs pointing to these things before the latest deed. A shooting every other month, and we hear about access to guns and magazine size. Mental health professionals are alarmed by a public obsessed with the lurid, and quickly tired by the intellectual. Everyone knows this isn't right.

People are dead because of a stupid stigma about mental illness.

Sorry that I don't think that's something to mock.

The problem is you got the issue right but all people want to talk about is GUN CONTROL GUN CONTROL!!
Ban mental illness!

Exactly. We should ban gun possession for mentally ill people. But this excuse must not be used to take away legal guns from mentally sane owners. And the OP is partially incorrect. Such incidents occur all around the world, not only in the US.

"ISLA VISTA, CA—In the days following a violent rampage in southern California in which a lone attacker killed seven individuals, including himself, and seriously injured over a dozen others, citizens living in the only country where this kind of mass killing routinely occurs reportedly concluded Tuesday that there was no way to prevent the massacre from taking place.

"This was a terrible tragedy, but sometimes these things just happen and there's nothing anyone can do to stop them," said North Carolina resident Samuel Wipper, echoing sentiments expressed by tens of millions of individuals who reside in a nation where over half of the world's deadliest mass shootings have occurred in the past 50 years and whose citizens are 20 times more likely to die of gun violence than those of other developed nations.

"It's a shame, but what can we do? There really wasn’t anything that was going to keep this guy from snapping and killing a lot of people if that’s what he really wanted." At press time, residents of the only economically advanced nation in the world where roughly two mass shootings have occurred every month for the past five years were referring to themselves and their situation as "helpless."

Before someone discredits the article because its source is The Onion, this isn't humorous, and wasn't meant to be humorous. Satirical, yes. It's meant to illustrate the ridiculous level of social and political inaction when it comes to addressing the epidemic levels of violence and untreated mental illness.
