It's obviously an artwork, it's not unusual for companies to prepare an artwork before an announcement, or even before something's ready. They said a million times that they're working on getting the visa deal so it makes sense to prepare the promotion material beforehand.

I don't see this approval as big hurdle after all with completing all the requirement team will succeed to get that. Monaco is looking very good and seems that someone knows something as price are not falling like other projects for last few hours. It is matter of time when that approval is done but not impossible thing to happen.
