Yes, u need only little changes in Nxt code to block all illegal accounts.

U take ur account and declare it as a new genesis account, all previous accounts declared as illegal accounts and can't be used. U distribute coins from ur account to new "founders" and u all start playing with "reduced" coin supply.

Well as an industry new users have to be bought in. It is not going to work just to fight for crypto veterans .
