BY burning or locking (permanently) Nxt, you can issue a fixed amount new currency and it has fixed ratio with Nxt like US dollar backed by gold long time ago. JL works on the NRS. That is the code for a node. The web client is an extra for the node operators.

You do not need to transfer your NXT. The account is available everywhere where you password is.
