Nobody stole, there was an exchange of one crypto-currency for another. The company octoin does not regulate the course and could not lower it specifically. Earlier, they already explained that people people panic and sell coins at a low price and so they harm not only themselves but the whole community.

The Octoin project includes a p2p exchange, a platform for mining, a platform for investment (portfolio) and of course the Crypto currency OCC .
