In a fair manner, dealers are not the ones that should the choose or issue numbers, some lottery companies do have a system that automatically picks the winning numbers, this saves the dealers the stress of picking numbers manually and potentially facing criticism from the general public for manipulating the game so no body can win.

Lotteries are only popular on land based platform. Odds of winning is a bit low in lottery games because it is you against everyone else basically, and the 'house' is only paying who is/are the lucky one/s. What makes it difficult is the probability of getting winning combinations which is too large. In online gambling platforms, to some gamblers this is boring; less interaction and activity, it is a bet n' go.
