Rules of promotion to higher tiers have not described by @lightlord, but I guess that the rules are based on some criteria:
- The period of joining the campaign;
- The quality of participants;

Let's clarify my ideas:
- The longer participants joined the campaign, the higher probability to be promoted when there are open slots at higher tiers.
- The higher total merits earned by participants during their period after the start day with the campaign,the higher probability to be promoted.

I am not sure, and this is just my assumption.

Additional rule:

★ Failing to meet the minimum post requirement for two rounds will result in a tier payment drop and another user in 1 lower tier automatically swapping with your tier position, each consecutive failures for the minimum post requirement will result in additional tier drops and swaps, if you are in the last tier, you will automatically drop out of the campaign.
