This depends on the campaign rules, not on the board rules. E.g. someone asked whether they could join the dadice campaign with their alt and they said no. Others might see this different or someone might not ask and just do it. It would be hard for someone running the campaign to detect.

Here we have scores of people who spoke English as a Second Language/English as a Foreign Language so forum is not biased against non-WASP people. If you cannot understand English parts of the forum, I strongly suggest you to limit yourself to local boards whose Language you can understand (maybe the Viet one since you claim to be Vietnamese) until you could be proficient enough with the English Language to understand forum rules and contribute to community discussion (probably you'll need to progress to an Independent User level)

I suggest you to use dictionaries instead of relying to Google Translate or a similar one. I often use wordreference.com but it doesn't support Vietnamese so you have to find one that support your native Language and do it manually. You cannot ask others to interpret yourself since this is only the start point for misunderstandings.

If you cannot understand English parts of the forum, I strongly suggest you to limit yourself to local boards whose Language you can understand (maybe the Viet one since you claim to be Vietnamese) until you could be proficient enough with the English Language to understand forum rules and contribute to community discussion (probably you'll need to progress to an Independent User level)
