i think what he says is that he already did one marriage and fails , so practicality he will chose tofind partner without having that paper to bond them but their feelings.

It's important to have witnesses and holy person to bless the marriage. Once your partner has accepted to marry you and the parents have no good reason to say no , you marry in the presence of witnesses and get blessed by a priest. You'll probably need a certificate just in case. A Responsible and good institution that's responsible for issuing certificate can issue you one. A Holy Church can also issue you something like to prove that both of you are indeed married.

depend on what married is all about to that said man, there are someone who Get married because they wanted to have children and with that they will be late when they are already not capable to bring a child.

there are others that get married to have companion in life and this has no need for ages and they can get marry everytime they wanted.

and there are others that get married for luxury meaning they can grab a woman with good lifestyle and get along this also needs no age requirement .
