with setgenerate=true you are mining with your cpu. i guess you are getting 1mh/sec with gpu(cgminer)
Ok, i understand. Now it is changed back to "false" but the hashespersec value is now 0.

You need to set up cgminer connected to your wallet with the infos from the icoin.conf file you create in roaming/icoin folder. You find on the first page the content of the icoin.conf file

wtf i have 0,25 mh/s with gtx580
It's called an improperly set up miner (I assume he didn't comment out any of the more difficult work from the kernel just to take this screenshot)... I get can '20 mh/s'+ from a 5670, the solutions are obviously unacceptable to the network though.
