I think that the voting for reward thing isn't going to work as you think it will... I don't see any reason for a miner to vote for a lower reward.

So this is effectively a 5% premine (IPO+bounties) on 120M worth of coins, 10% if it's 60..
Will you posting the current amount of IPO sent, so we can judge what the minimum floor is? Since it's not at a set price, and distributed proportionally..

I don't understand about the reward voting.
Normally your block reward is determined by a hard-coded schedule: every so many blocks the block reward halves. In Heavycoin the miners vote on the block reward. Every ~5 days (3600 blocks) the votes are average and a new block reward is set. You can read more about it here http://heavycoin.github.io/about.html#decentralised-voting
