I think it is Liverpool who is ahead of Chelsea but with not much and just only a point. Its hard for Chelsea and Liverpool to be honest but it very much depend on other teams ahead of them on how much consistent they will be and the chances of them being consistent are very high at this point. Still I wouldn't rule Liverpool and Chelsea out of the title race yet.

I won't think so, because in the last season when Manchester City did extremely well in both premier league and Champion league there was no such thing as putting a league first before the others especially when the leagues are running at the same time.
Both championship and premiere league are both important for Manchester city, just that this season premier league have been tough for bigger clubs.

Liverpool still have a chance for that, Premier League matches still have a lot of matches left that will allow them to break back into the top 4, with the note that they should be able to play better when the league resumes. They are only 7 points adrift of the 4th position currently occupied by Tottenham, moreover there is no guarantee for those who occupy the top 4 now will be able to maintain that position very well.

The problem is so many teams aware about their weakness and they will try to fix it during the next transfer season. That will be very hard for liverpool to be able to get 15 points easily. The competition will become even stricter at the end of season caused by so many team are massively upgrading their team through buying some good players that have been performing so well. Some big clubs in EPL already targeted some good players from another league.
That will make the competition for liverpool become even harder even to reach the top 4 at the end of season caused by almost all of big teams were aiming for top 4 to be able to participate in the UCL next season.
