Tottenham is not a single serious championship contender. Chelsea do have considerably more opportunities, but are of course under Man City. Liverpool have had a bad start. Chelsea have a better team than Tottenham, but at Tottenham you never know how they are going to play. They can literally beat anyone in the PL on a good day, but they can also lose to relegation candidates. I wouldn't be surprised if Chelsea win this match 4-0, for example. I don't know the goal of Tottenham Hotspur either. Qualifying for the CL (so finishing in the first 4?) would be a good challenge.
Actually I am still quite hesitant when I say the challenger club here because it is possible that only Liverpool will be the most serious challenger.

You can't just say just because Liverpool and Manchester city are the two teams that challenge for the title for the past 3 seasons, then is always going to be like that,no other team can compete, the reason people are rating Tottenham is because of Antonio Conte, because he is a coach that is consider a genius the way pep and klopp are, and if you compare Tottenham with Chelsea squad you will see that Harry Kane,son and kuluvseski can play in the Chelsea first eleven if they are Chelsea players. Tottenham are favourite to win Chelsea this weekend.
I agree the only possibility to win the Premier League trophy is Man City or Liverpool, because in addition to the two teams have qualified coaches,
