It is a good move for West Ham but I doubt this move will make them go even further in climbing more places in the standings compared to last year.This is because a lot of other teams in the Premier League are doing the same as West Ham signing good players in order to improve their overall team performance.
West Ham aren't only trying strengthen their team to finish higher in the table next season, of course if it happens, they'll take it, but that can't be their major goal, they would know they aren't part of the big 6, and it is going to be difficult to break in there, but they need to buy as many quality players as possible so that they can continue to compete just as they did last season, and also to maintain their position and not finish lower in the table than they did last season (if climbing higher proves impossible). Thus if they can get Danjuma and some of their other targets, it obviously makes them stronger, mind you that the teams that finished below them are also trying to buy some new quality players themselves, another reason why West Ham must do the same.

Lukaku was Chelsea's worst signing last season. He failed to contribute to Chelsea so Tuchel very rarely used the services of Lukaku last season. Lukaku lost to Timo Werner and Kai Havertz.

This shouldn't be much problem for West Ham and he is totally worth the deal. His performance in the La Liga and the Champions League both was superb last season. He got 16 goals and 4 assists in 34 matches. He can play as a left winger and striker both which is another plus for them. He is familiar with the Premier League too so he shouldn't have any problem on adapting.

I think Tottenham is the team with the highest probability of winning the league championship. I don't even need to mention Liverpool and City, but let me state that the championship will be a rivalry between these two. If Tottenham makes a good start to the league, they have a football mentality and team that can participate in this competition. I've never seen a duo get along as well as Son and Kane, I'm not exaggerating.
If in the near future, I don't think that Tottenham will be able to steal the Premier League trophy because the dominance of Man City and Liverpool is still hard to break. However, if Conte is given plenty of time and of course sufficient budget so that he can sign players who are part of his plans, I think Tottenham will have that opportunity. At least Tottenham can be a stumbling block for Man City and Liverpool.
Manchester City and Liverpool are simply too strong in Premier League but Totenham are not weak. If Leicester City can win Premier League, Tottenham can win it. But they will have to work very hard and need to maintain good performamce in a whole season. It is different than the season when Leicester City won Premier League with Ranieri, Kante and Riyad. In that season, big clubs have troubles and Leicester City suddenly had a best season in their history.In next few seasons, it is hard to see both Liverpool and Manchester City have serious troubles. Ronaldo has said last season already that he will continue with Manchester United and make them great. The new Coach has also said he hopes he stays so as to give the club and team goals.

Not participating in UCL isn't a bad reputation, Arsenal is qualified for Europa League next season. If they failed to sign star players previously, it doesn't mean caused by Arsenal bad reputation.
