Heutenamos is right. The only restriction on bet amount is 5k satoshis or 0.00005BTC. No restriction on multiplier.

Yeah, the bet has to win.
Not exactly a risk-free bet, but it almost is. Just depends on how you see it - If you win a bet and lose a bet, you will get the same profit as if it were a risk-free bet. The difference is that the profit is doubled instead of the loss being covered, which essentially has the same effect.

Currently, both the restrictions apply.
You need to have both the 50 activity and 0.25 BTC wagered or 100 activity and 10k rolls.
We have received suggestions for removing the 50 activity restriction. If it gets approved, the entries would be taken as valid, otherwise we only make the changes on future contests.
