You don't have to have an over 3 months old account. Most promos offer other ways to become eligible, like 10 BTC wagered on the free bitcoin promo. The reason they have requirements is so that people don't create accounts and cause them to lose a lot of money. It isn't hard to make 10+ accounts on PD and bitcointalk, and get the promotion multiple times which would also be unfair for other users. I think the random Happy Hours nicely fill that role, everyone's faucet is boosted by the same amount regardless of their account age. However, they aren't really publicized as much as any of PD's formal promotions.

I think he posts it in all the media that he feels like. And from what I've seen it usually goes out on the social media and Micro announces it here when he thinks of it. It's crazy to be so negative about someone offering you extra free money and taking the time to tell you about it.

The luck statistic is just a measure of bets you won compared to the bets you "should" have won statistically speaking. But you're right, if he only made a few bets and won more than he should have statistically, his Luck would be rather high.
