I think he was questioning why "the authorized" forum staff couldn't prevent scam projects created by newbie managers.

There is no problem if a newbie manage a bounty campaign. He may simply not interested to hire a experienced bounty manager .

Whats wrong in that? Just go through the project and see whether its a legit stuff. Thats what matters. If its legit, then definitely you will get

paid for your work.

I would never recommend someone participating in a bounty manged by a newbie. But a Copper member can run a legitimate campaign. This may happen, for example, if they are not willing to hire a more experienced higher rank member. Still, a higher rank member as bounty manager is always a good thing to have.

question is? newbies has a limit on newbies accounts both posts, singnature, image links, etc. that have been implemented by the new rules, are very limited for newbies, for reasons of spamer, damage, Bitcointalk Forum, etc.
