The way I see it, it's not a laughing matter. We have a Rule of Law. He can't just give an standing order to law enforcer with a shot to kill order for pushers and rapist or other labeled as criminals.
Just for the sake of argument, lets say that he will issue such an order only as deterrent but this would only give an unprecedented chill to the masa. I have to ask you this, do you want to live in a society that law enforcer is toying the law on their hands? Thats tantamount of declaring martial law itself.
Now, I lay rest my argument for I'm sure that pro-Duterte are bias on such.

I think he cleared this one up. He said there will be a process and there will be no extra judicial killings so siguro naman walang shoot to kill order na kakalat among the law enforcers.

We already have a process of the law. I can't see that any reason to have another process to deter criminals on doing such. He can't change a society ingrained with so much hate and crime. The change must start from the society itself. Not by imposing but by norturing the will to change.
