Have you withdraw any big amount from this online casino before? It is normal if rakeback is being activated for VIP users only as it is part of the benefits of being VIP players. I think most other casinos also apply the same thing but it does not mean that all casino do the same because I still see some casinos give rakeback for all players without the requirement of being VIP. Unfortunately the offered benefit to become VIP players in punt is not competitive compared to other casinos with similar VIP program. They should make a big change for the VIP program and offer more on-site promotions to make players feel like at home when they are playing (as what you feel).
