I've always wondered why those accounts that make the appeal "My account has been banned, for X, but I have learned from my mistake(s) (even though I haven't waited my ban period out) and I am prepared to be unbanned or perform ban-evasion." are allowed to continue posting. They would seem to be the easiest cases to solve around here. I'm not saying this list is unnecessary, but I am thinking that it should be unnecessary. Either the obvious cases should be reported and banned, or there will not be enough evidence to link the two accounts. Multiple more useful threads for the latter already exist.

Exactly. In a nutshill, we could conclude that every member who complains about being banned, should be banned immediately, too.

It's good to know! I'll report all of them for ban evasion from now on. They'll just have to appeal by e-mail and be patient.

Will love to join this quest although I have few questions like What's the time range to determine if accounts still active and if it has been red tag should I go ahead listing them here?

If the account has been active outside of their appeal thread after they've been banned (basically after they posted the appeal) - that's ban evasion. Red tag doesn't matter.

If the user didn't have an appeal thread - that's a bit more complicated, depends on how you determine that their alt is banned. You can ask here if you're unsure.

Edit:

By the way based on his trust summary page saulzaents' email address had been changed recently so the account might belong to a new user already. You will also see that from his post history you will notice that from pages 10-50 almost all of his post are in the Turkish local board written in their language, it wasn't at the start of page 9 where he started posting on threads outside the local board in English which is an odd thing to see for a guy who who created most of his posts in Turkish.

I'd say reporting to mods is the right way to deal with it but having a public list might help to uncover other alts as well. So let's see how this goes.
As I mentioned, we may forget which one we have reported or which one is not. Also, the queue may sometime remain unhandled. I have changed the structure, inspired by LoyceV's Reporting plagiarism thread.

Rather than creating a list, why not report posts from such accounts outside the appeal thread. It's easy and more efficient.
You can't keep tracking what is going on, who has been banned, which one you have reported. That's why keeping in a list is more effective, IMO. Anyway, let see what other people think as well. In my opinion, it should be done more ago.

It would be efficient if moderators can ban an altaccount used to appeal once it has been proven that they committed the offence for which they are banned, there is no need for further discussion when the plagiarism, which is the top reason members get banned, is proved.

After watching this thread, I realized there are a lot of people who are already banned but still using the forum from their alt account.
25. Ban evasion (using or creating accounts while one of your accounts is banned) is not allowed.
~snip~
25. If you get banned (temporary or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.

Some Ban Evasion accounts are actively participating in the forum while they are only allowed to create a thread in Meta. Therefore those accounts should also be banned. That's why I have created this thread. I believe it will help admin/moderators to ban those accounts. Hope everyone will report Ban Evasion accounts here.

Report Format:
Username: Name with link.
Link to the thread: Link to the thread where it has been proved that the user was once banned. Please, don't forget to include the archived link. Thanks to iasenko for this valueable suggestion.
Status: Active/Banned
          Active- When you report
Banned- Check later to see if the account was banned or not. If banned, please edit "Banned"
