Scammers indeed are much wiser nowadays as they knew that investors can be moved when the value of the market are pushing high, when bull start to show up, they easily adopt and make their own way to earn, you will never knew but we need to be more careful not because we are seeing potentials
we will not investigate deeper, its still needs to be well studied before doing anything.

I actually makes sense from a logical point of view...if people are so enthusiastic and make a lot of money during a bull market, they become careless and throw the money at projects more easily, often without doing the required due diligence.

I think the risk that the ico is scam is same at both bull and bear markets. In fact, good icos tend to become sh*t projects during bear markets because their value drops and their liquidity massively affected. It also affects their implementation and spending for their activities mentioned in their whitepaper.

At first if they are hoddlers of some valuable asset - the overall growth of price could encourage to buy moфeю Фe second, before investing they already start dreaming about huge ROI their investment would potentially bring.
