For transferring tokens you need to have at least 0.005 ETH on your balance to pay for the transaction. But as you have been already recommended, it's better to keep these RLT and collect more to either get dividends, play or sell later when the price grows.

Doubtful, it is an Ethereum token not a coin, there are numerous wallets that let you add custom tokens. Doesn't make sense to make one for this token alone.
