Transliterated is nothing new, I'm using Cyrillic and often when I send SMS for example I use Latin the same way.It's just a bad habit.
Some /many/ years ago writing an SMS in Cyrillic was double charged so people begin to use the Latin instead.
When I use the phone I'm a bit lazy in switching in between languages but on the PC, always use the correct alphabet.
But this is quite strange situation here.
As I see it, it was fail automated translation attempt or attempt to hide plagiarism if you try to copy the sentence.

So why would they write a quite OK English and suddenly they don't know a word, and put a Russian transliteration instead of search for translation.
I sometimes use Google translate for some things and often if you write a word that is spelled wrong it gets automatically transliterated in Latin, same thing happens if the word is not in the google dictionary and cannot translate it.

I'm actually more to believe that they try to hide copy-pasting,plagiarism,translating comments from Russian to English instead of replacing the word they don't know transliterated one.
