I appreciate all of the complaints here are stated from (hopefully) real accounts, not in newbie alts so I believe these comments are objective and not offending anyone. First of all, I think it's okay if the winners in last contest are allowed to join again, so the other participants would put more effort this time, especially after the prize has been doubled by Roobet team. You can take the winners designs as the reference for your next art(s).
Regarding the software, your drawing might look better if you use that, but that's useless if you have no talent on it. You can learn from Youtube about how to use any software, but it doesn't mean your drawing skill will get improved immediately. I think two of winners from the last contest, Karmakid and 5Ksana_HandMade didn't use specific software for their outstanding art works, yet they managed to secure 2nd and 3rd positions. It's all about creativity.
Imo getting design from third party website for a contest is a dishonest act even though it's been paid, and if you catch someone doing this, you could report it by providing solid proof(s) and it will affect the score of the reported designs by the judges. This contest is for a fun purpose, not a business.

I actually agree with your point but the fact that these people who are going to commissioned the artwork just for the sake of entering the competition will cost them a lot of money without the certainty of getting into top5. You can actually scale the quality of your artwork even if it is drawn using graphite/ charcoal medium if you can easily understand how tonal values works and how you can illustrate the mood of your concept. The quality of the output actually depends on the level of your skills not on the medium you have used to create your entry.

I doubt anyone that finished top 5 in the last competition (3 of 5 winners did something handmade btw) used fiverr or otherwsie and submitted that as their artwork..
I can't really deny anyone using photoshop or other software, it is art too and unless I make one competition specifically for hand crafted things I will accept everything. Besides, where does it end if we draw it there? One competition if you paint on canvas and one if you draw with pencils? You can take it one step further no matter how you look at it and at that point we would offer $100 to one person in each category rather than one combined art comp. like this one.
There is no requirement to join though, this is just something for the community and whoever wants to, can join

Well, it sounded like you don't want them to be part of it, isn't it? Rules like what? I think you should be more specific. I mean we don't know who else out there do have great masterpieces to make.I'm planning to join but I don't know if I would satisfy myself with my art lol 
You wouldn't know if you don't try. Maybe you can satisfy the judges.

Just for clarification. The rule pertains to the bitcointalk account not for Roobet Account. You are eligible to join the said contest as long as the creation date of your account is before this thread was posted, you can create your Roobet account afterwards without violating any rules. Just want to know as well. I haven't registered to roobet yet. It'd be fun to also see some entries of contestants as early as today but there are just no preferences to being with parts from the logo and mascot of roobet. There is a higher chance for gif to win than just a png image, that's my take on this contest.

Are the winners before allowed to join the contest again? If so, then I'm sure they will ended up as a winner again this time. Better for others to have a chance to win.
