There are no countries blocked/prohibited from playing on Roobet.
But the TOS clearly mentioned this though:

There is a fine line between "being banned" and "illegal". People from all those nations potentially "could" play in roobet but they will be doing a criminal activity and if they get caught they would be both banned and if their government finds out they will be punished for it (gambling is usually not a jailed punishment, it is mostly either public work or money) so at the end of the day it is like any other crime, you can do it but if you get caught you will not like the consequences.
Plus, the results are not same for ALL those nations, each of them have different set up legality for gambling, some may go as further as jail, some may just give you a fair warning with a small fine and let you go inside one day. I mean do you really believe that there is ZERO Americans here? Of course not but USA still tries to ban it.
