I, too, have the same opinion. Under the current government of Russia, there will be no legalization of the currency in full. This government does not give freedom to its people. Well I live in Russia and I don't see any changes. A year ago the Central Bank of Russia declared that they don't want to legalize cryptocurrencies.
I am optimistic that some countries will also follow suit. I also just read today that Russia is about to tax crypto traders and miners. Well, i think Russia is fully set to do as said and it will also boost their economy. The tax to be collected will raise their GDP.

The government of any country can first accept crypto, then reject or even restrict it.
I think about it will give effect about new ico project that from russian country..we know many ico project now from russian and i think it will can be reason why many ico from russia..because there hasbeen legalize cryptocurrency transaction
