I'm not going to discuss his "reply periods" (although they're being reduced for now), but the quoted claim is questionable. As you wrote in your private message, you suspected someone of fraud - what actions from moderator did you expect in such a case? Mods don't moderate scams and misrepresentation. These are not their "direct duties".

I guess that from his point of view another one would be unnecessary.
Also all the Worldcore-related stuff anyway can be placed in the main topic (which is not self-moderated by the by - that means, that your posts can't be removed there by anyone but moderator and yourself). And it's a common practice in Russian section to close the surplus topics - in order to collect the information in one place and prevent shitposting/spamming, I suppose. Moreover there is a rule about dublicates (which was analyzed previously):

I'm afraid they couldn't do this since local mods can ban only Newbies. You'll need to apply to Global Mods if you want to ban a Full Member.
As for the questions - where did you read that you should be asked when you get banned?..
