the truth is no, but if those investors know the real identity of those people behind that scam project then they file a complaint against them.. same as what happen to one project that their ceo/founder was arrested

ICO was so interesting event before 2018. After so many fake ICO projects people showed their interest on IEO. But IEO is going down because of so many fake and scam exchanges. Now people finding a new secure platform or way for their investment. Right now Defi is a new hype. Hope Defi make some different than ICO and IEO and make crypto currency more legit.in my opinion
im not think Defi is going like ICO or IEO.
core of Defi is good make decentralized finance to solve some finance problem but right now interest is so high
it hard to believe that project working in right way(it good to be true) like 2017 everyone dont care anything buy ico and wait ico hit exchange sell it at 50x-100x
after that project gone dev gone.

Research in more detail about the project including the developer,whitepaper,roadmap and the project team, then avoid it when you see something suspicions about the project.
Exactly, that's the real solution to find it out about the project is a scam or not. If you do research about everything regarding the project which has provided by the team then you will definitely get the idea about the project. Most of the people haven't taken such kind of actions and after that, they'll regret it. 
It is hard to say what we can exactly do to those scam ICOs because at the first place, identifying if am ICO is real or a scam one is already a hard task and a much more challenging thing to do. The reason is because even the scammers themselves have already evolve their strategies and way of thinking on how they will execute their plan of creating scam ICOs that will really look to be so real that is why it becomes deceiving to the naked eye looking at it on the first glance and identify it if it is real or a scam one.
I think what we can do here is to help each other out on investigating suspicious ICOs and letting every members of this forum to investigate and spill out if it is a scam or not. In that way, we can lessen the number of victims most specially the newbies that will be victimized by those scam ICOs. That is the only way on how we can somehow control the situation. But it would need to exert effort and time to better identify if an ICO is a scam. But surely it would be worth it and be beneficial for everyone.

Scam ICO are still many people are investing I don' t know why they do that even they know what is happening to their money.
If we want to stop scammer to create ICO better to not tolerate to investing to that investment because people are also the cause why they do that .We can stop them if we have unity about that we know that is the problem only .

when ICO was scam and you invested in it ,we can only be sincere with all of it don't think about it too often already ordinary experienced heavy losses in the crypto world just stay optimistic and don't give up

You are right. when more and more projects are adopting Dari, I think in the future scammers will certainly be used to benefit. I think it will always be like that. there will be new, but there will also be those who tear it down.

i have stopped investing in ICOs a long time ago for the purpose of scam . i realized alot of the ICOs that came up were scam and i lost some funds.
However, for those still having the guts to invest please make sure you carryout your research. there is nothing you can do to them . Crypto world is a Decentralized and an unregulated world so you may not be able really sue them or take any action to get back our money.

99% of ICOs are scams, so why are you wasting your time with them? If you know there are so many ICO scams, the easiest way to avoid them is to never invest in an ICO.
Let's just say that IEO has replaced the ICO, but that doesn't mean we should trust it all right away. This may have been the solution to end the ICO but it should still be wise to choose only where to buy and invest. Just look there and get information from reliable and reputable sources. It is better to trust the above exchanges such as having high volume and liquidity. And of course, you should also study the token you buy, you should also know what it is used for and its value. Not just because you are trendy.

Promote IEO is not the right way to end with the ICOs scam, at the end is almost the same thing, people still running with the profit away.
So, the only way to stop them is to stop investing in that kind of business.

It seems that for now we don't know whether they can be punished or not, but I hope they get the punishment they deserve. because many investors doubt ICO investment, but now some projects are starting to use STO and IEO to raise funds.
