In my opinion the summary of the credit card debacle is this:

1) They attempted to set up a bank and become an issuer but don't have the skills to do so. The existing banks, central banks and AML legislation and international agreements make it hard for crypto startups to link into fiat facilities.

2) They set up an indirect way to enable cards:

- Used an "associated" company "UAB KRISTOLINIS DUGNAS" to allpy as a consumer for a common prepaid credit card (fiat only) scheme with an unrelated company "Upaycard" to provide a rechargable gift card for their "employees"
- Used an "associated" company "Chain2Pay"to exchange the crypto for fiat to fund the prepaid credit cards.

My understanding is that:
It is effectively a rechargable gift card where "Chain2Pay" sells the crypto held by the user and sends fiat to "UAB KRISTOLINIS DUGNAS" to pay the "Upaycard" balance.

It is a far stretch from being a "Minex" credit card.

Take a closer look at the Medium release. It does not mention "UAB KRISTOLINIS DUGNAS" and it does not explain why the cards will not be in the name of the "customer" who sent in his ID such as passport, drivers licence and bank statements.

The Medium release does not explain what relationship "UAB KRISTOLINIS DUGNAS" (the company that all non-Minexpay branded cards are in the name of) has with Minexpay/Minexcoin/Minexsystem or Chain2Pay or Borys

Minexcoin account earlier wrote "UAB KRISTOLINIS DUGNAS" was an affiliate of Minexpay. The scammer website terms and conditions make no mention of "UAB KRISTOLINIS DUGNAS". It mentions Chain2Pay and says it is not responsible for the card. Strange.

The key words "affiliate", "chain2pay", "UAB KRISTOLINIS DUGNAS" do not appear in the scammer Medium release.

The Medium release mentions 45% parking rates but their desperation is obvious as they try to gain new gullible customers.


Minex last medium post only confirmed what I said earlier - Minex went rogue completely. They simple do not care any more for laws and regulations at all.

It also confirmed too that Boris and his team are unscrupulous but not so smart. They are stupidly go where no one company gone before  Cheesy Cheesy Cheesy

Illegally using UAB Kristolinis Dugnas account on Upaycard,they didnt break just Mastercard and Upaycard regulations but AML laws.

Using other(shell) company account as cover for a third company is a definition of money laundering.

I suspect what has happened with Minexcoin: (My opinion from what I have read)

1) They didn't intend to scam from the outset. It probably was a genuine project.
2) They tried to raise funds and didn't meet the target.
3) They tried to meet the development targets.
4) Things turned out harder and more expensive to make, while the funds they raised in crypto became worth less.
5) Skilled people left the project
6) Banks are making it difficult for any Crypto project to get access to fiat banking services.
7) The project came under extreme pressure to meet targets while the market cap was reducing.
8] An attempt was made to obtain card services of sorts to at least stop some of the criticism.
9) The failed attempt to obtain card services makes the project look more dodgy.


At the end of the day - the credit cards appear that they not obtained through a legitimate channel. (From a card issuer according to their terms)

People lost substantial amounts of money.

No real progress appears to have been made.

I also noticed that all the photos I have seen appear to be posed. I don't know many companies that have posters on stands in their offices identifying it with their brand. It make me think the offices may have been a short term rental or temporary offices as part of a crypto conference.

Problem is far deeper than that. Minexpay/Chain2pay did multiple law and regulation violations :

- made a deal (illegal) with UAB KRISTOLINIS DUGNAS to present theirs customers as UAB Kristolinis Dugnas empoyees

- made a deal (illegal) with UAB KRISTOLINIS DUGNAS to provide false residence documents to theirs non-EEA customers,without it they could not get Upaycards

- made a deal (illegal) with UAB KRISTOLINIS DUGNAS to get full access to its Upaycard business account

It is not only against Upaycard and Mastercard regulations,but against financial laws itself.  When this little scheme be discovered it will awfully look like a money laundering to the authorities.

I dont think so that Minexpay and UAB KS really fully understood seriousness of consequences of theirs acts.




Yes I know that, you know that even the Minex scammers know it along with their inner circle scammer alliance consisting of Temhuk and Racquemis1 along with paid trolls such as Jedgar,  yurez83, akira128 and others.

Sadly the problem is most investors do not know about this scam.

The first they will know is if they are active in this forum or when their cards are cancelled or when their ID is used in illegal ways against their consent.

I personally can not say why you are poking around in someone else's underwear and what is the purpose of this, but I know (because I myself am the same as one of the thousands who bought the card), that nobody cares what is written on the card, how it works and where it is released, if it works. I do not need to stick this card on my forehead, I do not need to explain whose it is and why - this anonymity is much more important to me. Or do not you ?? THE DAMAGE HAS ALREADY BEEN DONE

All the innocent investors who wanted a Minexpay branded card have sent off their ID (we are talking about private and sensitive documents such as passports, driver licences, utility bills, tax returns, bank statements, credit card statements) to the Minex and Republia scammers.

Now these Minex scammers have shared the private and sensitive documents such as passports, driver licences, utility bills, tax returns, bank statements, credit card statements with UAB Kristolinis Dugnas.

Already at least three "companies" and all their associates have the private and sensitive documents such as passports, driver licences, utility bills, tax returns, bank statements, credit card statements of investors who just wanted a Minexpay branded card - and they never even got those.

Instead of receiving a Minexpay branded card all these investors got was to be registered and listed as being employees of some company called "UAB Kristolinis Dugnas"

And in the end ALL the UAB Kristolinis Dugnas cards will be cancelled by Upaycard as soon as they discover the truth about the scam that Minexcoin/Minexpay/Minexsystem orchestrated and was helped to take off by it being spread via propaganda by the inner circle scammer alliance consisting of Temhuk and Racquemis1 along with paid trolls such as Jedgar,  yurez83, akira128 and others.

To make an order of your MinexPay Card, you should have the necessary amount of MNX on the balance of your Payment Account.

After you have paid for your MinexPay Card, you should proceed with verification needed for successful completion of the order.

Upon completion of all the registration and verification procedures, Chain2pay OÜ will organize the issuance of your MinexPay Card. For these purposes, Chain2pay OÜ will share the information you have provided with the card issuer of MinexPay Card and the other parties that facilitate the Service provision. By accepting these Terms of Use, you provide your consent to Chain2pay OÜ to share and give the third parties access to the information you have provided to Chain2pay OÜ and will and/or may provide in the future.

Your MinexPay Card would be delivered to the address that you fill in the address form in your Personal account on the Website. Chain2pay OÜ is responsible for all the costs associated with the delivery of your MinexPay Card. You are liable for the accuracy of the address for delivery and other information needed for shipping documents and all fees as a result of address corrections. If you have any issues with delivery of your MinexPay Card, please submit your questions and/or queries to the [email protected]. You will be informed on the timing of issuance and delivery of your MinexPay Card.
VERIFICATION

Chain2pay OÜ complies with Effective Laws and wants to be sure that you adhere to the laws. Herewith specific verification procedures are required to be completed before ordering your MinexPay Card, i.e., KYC and verification for of AML/CFT.

While passing the verification, you should provide information that is accurate and authentic. While using Services provided by Chain2pay OÜ, you guarantee that the information you provide for verification purposes is updated on time if any changes occur. If there is any reasonable doubt that any of your information is misleading, outdated or incomplete, Chain2pay OÜ will give you notice of such fact and demand to renew the provided information and/or terminate the Service provision and/or freeze your Personal Account and/or MinexPay Card. You authorize Chain2pay OÜ to make any inquiries to check the relevance and accuracy of the information provided for verification purposes.

Chain2pay OÜ maintains records of information provided for verification purposes. For more detailed information regarding policies, procedures, and terms of storage and processing of such information, please refer to the Privacy Policy.

If you refuse to complete the verification procedures, Chain2pay OÜ may refuse to provide the Services.
ACTIVATION OF YOUR ACCOUNT

To use your MinexPay Card and Services, you must (a) receive your MinexPay Card and (b) activate it. To activate MinexPay Card, you should pay into your Payment Account the Virtual Currencies that are accepted as defined in these Terms of Use. Activation of certain tariff plan requires crediting a minimum required balance in the amount which is specified on the Website.

The minimum required balance may be paid only in MNX and is credited to the Reserve Account.

To complete the activation of your MinexPay Card you should follow the instructions on the introduction letter received together with your Minex Pay Card, i.e.:

(1) fill in the field at the top of the letter with the tariff plan of your MinexPay Card;

(2) take a selfie with your MinexPay Card attached to the introduction letter and send this photo to [email protected] from the email associated with your Personal Account, i.e. the email address with which your account at MinexPay is registered and that you use to sign in to the Website. Do not detach the MinexPay Card before you will have taken a selfie;

(3) the PIN code for your MinexPay Card will be sent to the email associated with your Personal Account;

Since your pay into the minimum required balance (if applicable), complete the introduction procedure and credit any amount of Virtual Currencies to your Payment Account, you should press the field with “Activate card” indicator. After completion of all instructions provided in your Personal Account, you will be notified of the activation of your MinexPay Card.

Upon activation of your MinexPay Card, your Personal Account would display all the configurations of your personal MinexPay Card.
SECURITY OF YOUR PERSONAL ACCOUNT

Chain2pay OÜ makes the best effort to ensure the highest level of safety of your MinexPay Card, the Website, the Web-application, and all the transactions. However, you may help Chain2pay OÜ to mitigate the risks caused by other users’ failures to observe the following security provisions.

You are solely responsible for the safekeeping of your Personal Account, the Website, Web-application and passwords to them on your own, and you shall be responsible for all activities under your log-in email for Personal Account, the Website, and Web-application.

You hereby agree that (a) you will notify Chain2pay OÜ of any unauthorized use of your Personal Account or any other violations to the security rules; (b) you will strictly observe the security and authentication mechanism or procedures of the Website, the Web-application, and Services; (c) you will log out from the Website at the end of every visit.

Chain2pay OÜ will not be responsible for any loss or consequences caused by your failure to comply with the above security provision.
HOW TO USE YOUR MINEXPAY CARD

Your MinexPay Card and your Personal Account can only be used solely by you. Chain2pay OÜ reserves the right to suspend, freeze or cancel your Personal Account if it used by the other persons. Your MinexPay Card can be used as a prepaid card, more specific conditions of every tariff plan for MinexPay Card may be found on the Website.

After you have activated your MinexPay Card, you can start using the Services. You have to submit a request to replenish your MinexPay Card in your Personal Account. The amount of the replenishment shall not exceed the amount of Virtual Currency credited to your Payment Account. You must specify the amount of the replenishment in Fiat Currency. The exchange rate applied will be defined solely by Chain2pay OÜ and will be based on the exchange rates on the market. The amount of the Virtual Currency that will be withdrawn from your Payment Account will be automatically identified in your request. You will be notified when the request is accomplished, and your MinexPay Card is replenished. Since your MinexPay Card is replenished, you can use it for regular payments.

Please note, that the funds on the Reserve account are not available after being paid within a certain tariff plan. However, there is an option in Web-application to create a request for withdrawing funds from Reserve account to Payment account. When your request is approved, your funds will be withdrawn and also this will result in changing your tariff plan to Standard according to the list of tariff plans on the Website. Please note, that for upgrading your tariff plan again, you will need to order and pay for a new tariff plan of required level (including crediting a Reserve account) and submit a request to [email protected]. After your request is approved, corresponding tariff plan will be applied to your present card, new card won’t be sent.

If for any reason including, but not limited to, any errors caused in the result of your violation of any provision of these Terms of Use and/or Private Policy you have a negative balance in your MinexPay Card, you agree to immediately credit the required amount of Virtual Currency to correct the negative balance. Such amounts being due without previous notification. If you fail to credit the Virtual Currency, Chain2pay OÜ has the right to (a) cancel the transaction that may led to negative balance on your MinexPay Card; (b) initiate a chargeback procedure for any specific transaction which led to negative balance on your MinexPay Card; (c) take debt collection measures. Chain2pay OÜ reserves the right to charge you the expenses that may reasonably incur in connection with debt collection.
FEES

Chain2pay OÜ is free to set the fees and change prices for its Services depending on the situation on the market.

If you do not use your MinexPay Card during the whole calendar year, you will be charged the amount specified on the Website. This amount will be charged from your Payment Account. If there are not enough funds, your MinexPay Card will be suspended. This amount will not be charged from your Reserve Account. You have to pay a fee specified on the Website to resume your MinexPay Card.

Fees for transactions, ATM withdrawal, and the other fees that are applied to you for using the Services are available on the Website. If you cannot find the information you need regarding Chain2pay OÜ specific fees and price policy, please contact the support.
REFERRAL AND DISCOUNT PROGRAMS

Chain2pay OÜ can organize referral and discount programs and terminate them at its disposal from time to time. The terms of such programs are published on the Website, the Web-application and are effective from the date of publishing if otherwise is not specified in the terms of referral and discount programs.

NOTICES AND COMMUNICATION

TAXATION

Chain2pay OÜ is not responsible for any violation made by you due to the failure to compound and pay taxes and duties.
MODIFICATIONS AND AMENDMENTS

TERMINATION

Chain2pay OÜ may terminate these Terms of Use for any reason in Chain2pay OÜ sole discretion upon giving you 30 days’ notice.

If you want to terminate your Private Account and stop using your MinexPay Card, you must submit the request 30 days prior to termination to the support team that is available at [email protected].
GOVERNING LAW AND DISPUTE RESOLUTION

Any dispute arising out of or in connection with these Terms of Use or Services provided, including any question regarding its existence, validity or termination, shall be referred to and finally resolved by arbitration under the LCIA Rules, which Rules are deemed to be incorporated by reference into this clause. The number of arbitrators shall be one. The seat, or legal place, of arbitration shall be London, England. The language to be used in the arbitral proceedings shall be English. The governing law of the contract shall be the substantive law of England and Wales.

THE PARTIES AGREE TO ARBITRATE ANY DISPUTE ON AN INDIVIDUAL BASIS, AND EACH PARTY WAIVES THE RIGHT TO PARTICIPATE IN A CLASS ACTION.
INDEMNITY

They call it an "affiliated company" but the whole thing is a joke. Minexpay/Minexcoin/Minexsystem and Chain2Pay have no contract with Mastercard or any of its card program managers.
