I have no idea if the OP is who he says he is. The telephone number and email address appear to be associated with the person who the OP says he is. This person appears to work for the FDA, and I am not sure why the FDA would be investigating anything to do with bitcoin, or even most crimes (the only crimes they investigate are those related to products the FDA regulates).

The person the OP claims to be does not appear to work in the law enforcement side of the FDA. I think there is a chance the OP is actually trying to get people to harass the person he is claiming to be by posting his contact information.

There are a number of private entities that I believe contract with government law enforcement agencies that help with the types of problems the OP claims to need help investigating. One of the well-known companies is chainanalysis.

I don't understand how FDA has anything to do with cyber security.
And I don't think any government official would share their personal ID to other people besides authorities.
Last but not the least, I don't think US government is paying cryptocurrency as bounty at the moment.
Correct me if I'm wrong.

Do you have a webpage that details the project you're talking about?

"They" would have just read the Forum (without the need to create an account) and read through the various scam accusation and reputation threads, then reached out to whomever they wanted descretely.

the second one is me. i can't reveal why FDA, but for now you can believe it or not. it really doesn't matter. i also don't know how to prove that i am what i am, but this is also not important right now. if you know someone who is interested they can contact me at +301 661 7595 or [email protected]. i do not ask for anything, i do not want to waste anyone's time, but if there is someone interested in helping, then let me know. i know there are a lot of silly people out there trying to scam and damage other people, particularly with the rising crypto prices. this is exactly what we try to reduce. that's all. so it doesn't matter what you believe, everyone believes what they want to believe. we are trying to go new routes to make the web and crypto better for everyone. i guess this is also in your interest. if not, leave it and do whatever you have done so far. it will not change what we are doing. if anyone thinks this is a good idea and want's to contribute, then contact me. i will never ask for anything. and if you want to stay completely anonymous, that is also fine. either you are on the good side or the bad side, or you don't care at all. everyone has free will, unfortunately more and more often our free will gets interfered with. that we why have the Free Will Protection Program (FWPP). take from that whatever you want, believe whatever you want, and do whatever you want AS LONG as you DO NOT interfere with someone else Free Will.

I am really surprised to see the US government looking for help from the community to track down cyber criminals. And even ready to pay with cryptocurrencies !!
Does the US government really need a special devision to track this kind of crimes? Then what does the SEC do ?

I can't tell this is fake, but some details are ambiguise and weird to be made by the most powerful government in the world. It has no sense that you provide passports with different colors to prove credibility as this would proves nothing, exactly like you want to confirm identity via a video call.
By searching about Dr. Wolfgang Kainz in google, i have found two profiles; One is a professor at the Department of Geography and Regional Research of the University of Vienna [link], and the other is a Research Biomedical Engineer at the U.S. Food and Drug Administration in the Center for Devices and Radiological Health [link] .
