Moderators care, but if the post doesn't consider spam they will mark it bad or they will leave it unhandled (soft bad). So if posts aren't related with topic then it's worth of report I think. On that case you might check by reporting couple of posts which are mostly like spam in your opinion. One liner posts will not consider as a spam or off topic simply or by default.

Anyway I just express my opinions and experience, one of from moderators would give you correct answers. But I still believe if the post isn't obvious spam or rule breaker then likely it will consider as unhandled.

Nope, there is no benefit.
This is a trivial thing, we just need to press the "Ignore" button and the system will automatically ignore it.
The mod does not need to act, what is more, it is not really hard to create a new account.
We can not restrict their freedom as long as they do not bring any harm to someone, they are free to do whatever they want to do.

Is there really a benefit of increasing their post count, the users would be stuck as newbies except they earn a merit, and the merit system would legitimately keep then from ranking up. In the long run without any incentive the user should tire out eventually, when they realize they can't rank up.

what are merits anyway? to boost my profile?
The account registered last December, and the user was asking this month about merits, they probably have not gone through the forum rules or guidelines. The newbie welcome message would be useful to those member who do not know how to properly navigate the forum.

Although I don't know what this user’s true purpose is, in my personal opinion, this guy doesn't spam, even though the content he wrote was short, it might be what he need. We cannot judge or prevent someone from doing what they want when they do not violate any rules  Roll Eyes You see, no spam, the content is meaningful, we can't stop it when he only writes one line  Roll Eyes Sometimes, not all users have to write long posts

They are all over, just 1 line posts never do anything just wasting peoples time.
Not "spamming" but they are not doing anything other then posting for the sake of posting.

I only noticed this one because he did post in one of my threads. Then I looked around briefly and saw a few other users like him.
Can't really report the posts because they are *somewhat* legitimate looking but anyone who has been here can see that he is just increasing post count.

Should they be reported to mods? Do the mods care?
