I'm guessing it has something to do with not all functionality being enabled on the site right now.
Exactly. The script that updates activity is currently not active, pending a code review. It was either disable things like this, or keep the forum down until they could all be checked.And because of this the newbies cannot become junior member ? And cannot post to other sections?
I read the ranks & positions thread about 10 times because I didn't know this was disabled

There was problem I noticed with the activity. It's not updating since the forum was back yesterday. Look the newbies posting many hours ago their activity is not updating. The activity should update within 30 minutes.

Activity only updates 1 time every 2 weeks. So you may not see an update for awhile sometimes, IIRC
