From what I know it depends on the total amount of money wagered. So I'd say that levels like Legendary are for people with big bucks

I just want to make it clearly , cause i think withdraw when the deposit already have confirmations should be available( of course i did wager all my deposit).

Once you see on Bitsler's Deposit History that transaction status is Confirmed, you can to withdraw without any problem. I don't know why do you have such problem but today I withdraw from bitsler without any problem and deposited trnsaction had only 1 confirm.
