You may not be able to make a lot of profit from gambling, but if you keep on bugging them and annoy them "maybe" they will pay you to shut you up? That is what they believe but Stake knows that if they pay one of these people then all of them would flock here and some of them won't leave that easily, so they just refuse to pay just because they are being annoying with fake and futile "complaints" so that they would give up.
