Well, Stake will stand unique with the KYC policy. As you've stated in the quote Stake won't implement mandatory KYC. For Stake KYC free spending is also one of the tagline that has attracted more people towards it from other gambling platforms. As per my understanding Stake will go request for KYC when it finds something suspicious with the account. The trend is regularly getting followed by most of the platforms and hope this won't happen with Stake.

I have not read the TOS yet, but I hope it's stated there to be transparent. I have been using stake and I face no problem, withdrawal and deposit are instant and everything works normally for a casino that offers anonymous gambling. Maybe one day if I won big money and they'll ask a KYC, then I would not hesitate to comply since that's money and I have nothing to hide.

The company has a clean reputation, there's nothing to be worried about.

It is not a new requirement, I do believe they have this requirement since long time ago.
This is just to make sure that anyone is a legit winner (not abusing the promo), but as far as I know there is still no one being asked for KYC to receive the prizes from their similar promotions so far.
I think you are a legit player here in Stake as I have seen you won nice amount from slot game several times.
So I believe you wont be asked for KYC in case you will be one of the 20 winners of the 10k doge promo.

IMO even there has some note like you are mention, that just for some rare case on that user. I still remember 100,000$ Giveaway bigger prize than this, no need to KYC you can freely to redeem by the link went you win that giveaway.

So probably that just some pretty rare case, went there has some issue or topic on the account you are using while participated on that contest.

Betting on these games became so hard, I mean I see the odds but then I check the news and someone is injured and I do not know what to do, it is like am I even reading it right? Like clippers lost Kawhi ffs and they still won, that is not something you expect while betting.
