If he keeps getting out cheaply then there may be some chance, having said that every team need at least 1 accumulator in the team and Virat is experienced candidate in this regard. Management also believe that they can build team around him, like keeping guys like SKY, Hardik, DK, Jadeja etc as they all are power hitters.
Chahal is front runner for Leggie spot and 99% chances are that he's going to play. Kuldeep was struggling with his form but he looks okay now, although i think he got injured recently that's why he didn't get any chance in recent series. Another exciting guy is Ravi Bishnoi but again hard to fit everyone
I don’t think building a team around Virat Kohli is going to be the most effective idea right now. He himself is not doing very well. And it is quite possible that he also fails in the T20 World Cup.
If anything, I think Virat Kohli should be in the team as an option who can be changed anytime.
I believe there was a statistic showing that whenever Chahal and Kuldeep Yadav played together in the Indian team, India did not have a high win percentage. But on the other hand, when Chahal was the only leg spinner in the team forming a partnership with another bowler like Ravindra Jadeja, India had more success.
May be you are right but right now management clearly not taking this line very seriously and they are more or less showing faith in Virat, it reflects in all media briefing.
At one time Chahal and Kuldeep were extremely successful together, they got their name "Kul-Cha" due to this. Indian bilateral record is very good, doesn't matter which combination they use but in ICC tournament almost every combination failed repeatedly.
Also after 2019 WC mindset has changed in white ball cricket. Almost all teams changed their tactics and started playing attacking cricket by batting deep. Atm no team can afford to play with big tail (4 number 11 batsmen), that's where likes of Jadeja, Deepak Chahar, Harshal Patel, Axar Patel etc comes in.
