There are not any offical informations about TON project from Telegram and Pavel Durov, and he also said that he has never knew about that name. Just unoffical news from community, so i think this is NOT Telegram ICO 
Yes, it looks like there will not be any ICO Telegram. There was too much noise about the upcoming ICO, but in the end everything ended with nothing. All the same if the ICO had been held, it would have been a mega high-level project.
so is this ICO really happening or we still don't know? I haven't heard about it since few weeks and I hope to be able to invest in pre-sale as this is the company I would love to back up

Durov used to stay in UAE for a long time this winter encouraging investors to support his project. I think that with great likelihood TON won't go in for crowdsale, the sale will be listed and sold out in a couple hours.
When I first read about Telegram ICO, I had only one question - what Durov will develop for 1.7B?

Me too. I have never met official information. All they're saying now is rumors and retelling rumors. There is a lot of phishing Scam on this topic. While it is only known for 1, TON do by the team. Telegram is the largest social network for users to exchange with each other and especially in the world of crypto currency, the ICO community as well as Coin use telegram! So earning data and learning from there to build their own TON blockchain is possible!

Today there was information that Durov would return all the money. How ? Durov is not 100% sure of his project?
Return the money in case of failure - I think it is part of the contract with major investors. Since the contract before a certain date must be blockchain and tokens of the project.
A very bad sign that Durov does not believe in his project is 100%.
