Division1: India, Pakistan, Australia, England, South Africa, New Zealand
Division2: West Indies, Ireland, Afghanistan, Sri Lanka, Bangladesh, Scotland
Division3: Zimbabwe, Netherlands, Nepal, Namibia, USA, Canada
There will be a total of 18 teams. Teams should face other teams within their division 80% of the time, while 10% each should be spend on playing teams from other two divisions.
Well, this won't be fair with the teams like Afghanistan who may argue that they are better than the Pakistan team. Similarly, the USA can argue that they are better than West Indies and Ireland. At times we may see very poor performances by South African and Pakistani teams that won't deserve them to be in the division 1.
Also if this is implemented, then there would be another race of moving up the division and ICC just can't only put countries in specific divisions, there needs to be a new point system which enables teams to move up and down the division, which means a new headache for ICC

A new Pandora's box will open if ICC tries to implement something like this.
