I also believe that the price of BTC will skyrocket again, only now cryptocurrency is widely a lot of negative information and also the world conditions are being hit by COVID-19, so investors are refraining from investing in the crypto world.
actually there is no negative information in cryptocurrency except few exchanges hacked case few months again. today cryptocurrency market looks very confidence and bitcoin price stable on around $9k. if corona viruses pandemic done and people could back to their work to earning money , crypto market will recovered soon. 
Now is indeed the right time to buy a few coins, my advice is to buy coins that have strong fundamentals. Because coins with strong fundamentals
are able to survive with any conditions. And do not buy coins with all the capital we have, try to buy gradually. So you can be prepared if the

Expecting the same that market will bounce back from this level and move upward 10k levels which will be the 1st goal. Though from last couple of months market is in the range to 9-10k and last 1 months below 9500$ has being the range. So, on dips continue to buy.

Do not get your hopes up in the impossible to happen again, because although the market will improve and look green, conditions like in 2017 - 2018 will never come back again, because every year the market conditions will always be different even though they are always colored by green and red .
This is a good time for the crypto market but not for our normal lifes because of Covid-19 we can't find extra capital. Because of this i am accepting top altcoins for investment that is why the number of risks will be very low. I think a very good day is coming for us so try to refrain from shitcoins.

I hope that can happen, because of the continued decline of Bitcoin I also think altcoin will go up high this time, but for BTC I still can't analyze it, because prices are stabilizing in $9000

There is an almost disturbing downward change in the market price of cryptocurrency, and this is a general problem. Bitcoin as biggest cryptocurrency is taking a huge hit and it is spreading over to even major altcoins like BCH, stellar, litecoin and other promising ones such as Matic, Elrond, Vite etc.
Regardless of the negatives that people have about crypto in general, there has been many bears like this and the market has come back up. I strongly believe that the market will definitely come back green and that now is the time to fill the bag and acquire these coins on the low.

Yes. Of course the price of Bitcoin and some of the top crypto will increase, and the market will go green again. This depends on the situation. I see if negative issues arise, then the crypto market is always red. I think this crypto is very influential on public issues.
It depends, sometimes you will just be lucky to spot very very good altcoins that are still undervalued, if you find enough good reasons to hold do not hesitate, we have too many crap altcoins so be careful also it's good to buy top altcoins when they are dumping in value, they are top altcoins for a reason not other than been good, buy and hold because it's certain they will recover
every people said when the best time to fill bag, personally when i am analize current price was cheap and we courage to take risk lets to bought it. dont too many analize or we will confuse or even scare to enter market. the important thing was did we already to take risk that may occur someday.

Crypto has thought me that we should always do what works for one, there is never a best time to fill your bags in Crypto cos the uncertainties is always there but its always better to buy when the prices are down
You are right, this also has great relation to halving, where people are waiting and preparing for all the possibilities that will happen.
