Because that might trigger much more speculation in the market as we are already having.
People could see this as a hint for a possible approval.
Bloomberg can not do this I think. If the ETF gets rejected I don't know if investors would have the possibility to sue Bloomberg due to giving false information or whatsoever, depending if a disclaimer would exist or not.

what the SEC was analyzing was the BZX Rule 14.11 (e) (4) rule change request. This request was made so that the SEC's understanding of the custody of digital assets, which is something new to them, is accepted. Today the rule says that only tangible assets are accepted as custody and Bitcoin is not tangible. By accepting this change, the Winklevoss Bitcoin (COIN) Shares issued by Winklevoss Bitcoin Trust may be listed on the stock exchange, so the ETF may exist!

That's a nice change, this is also a huge opportunity for the U.S to regulate/maintain and oversee the whole adoption fase, i go for 75% Yes 25% No.
